The Economic Mobility Pathways Pilot (EMPP) is a Canadian government initiative launched in 2018 by Immigration, Refugees and Citizenship Canada (IRCC) to create new economic immigration pathways for skilled refugees and other displaced persons. Unlike traditional resettlement, EMPP focuses on applicants’ education, work experience, and language ability, facilitating their transition into Canada’s labor market without the requirement of a valid passport in some cases.
Job-Offer Stream: Connects refugees with Canadian employers who provide a valid, permanent job offer.
Credentials-Recognition Stream: Supports candidates in obtaining Canadian accreditation or licensing for regulated professions before arrival.
